Charles E. Howard, III was born on January 28, 1953, at Turner Air Force Base Hospital in Albany, Georgia, in Dougherty County, to Charles E. Howard, II., and Betty Jean Collins.

Charles graduated from Jackson Senior High School, and he then attended Miami-Dade Community College, where he earned an associate degree. He furthered his education by enrolling in Florida International University, where he attained a bachelor's degree in business administration.

Professionally, Charles worked for the United States Postal Service and would retire after 45 years of service on April 3, 2019, as an Equal Employment Opportunity Specialist.

Charles was joined in holy matrimony to Patricia C Howard on August 4, 2020. They had two sons, Philip L Howard and Charles P Howard.

Charles departed this life on May 20, 2025.
